Petition to the Member States of the International Telecommunication Union (ITU) Council

To the Member States of the ITU Council,

As leaders in advancing global telecommunications, you hold a vital role in ensuring that connectivity is recognized and upheld as a fundamental right. We urge you to act decisively to address the ongoing crisis in Gaza’s telecommunications sector and include this critical issue in the Council's agenda. The deliberate disconnection of Gaza has devastated lives, hindered humanitarian efforts, and violated the basic human rights of millions.

Following months of war, a ceasefire was declared on January 19, but Gaza’s telecommunications infrastructure remains in ruins, leaving its people isolated and struggling to reconnect with the world. This destruction of telecom networks has not only severed emergency lifelines but has also deepened Gaza’s humanitarian and economic crisis. The denial of connectivity has paralyzed essential services, from healthcare coordination to education, while cutting off Palestinians from remote work opportunities in the digital economy, an economic lifeline that once sustained thousands of families.

The systematic destruction of telecommunications infrastructure was not an accident of war - it was a deliberate strategy to isolate Gaza. Critical infrastructure was directly targeted, telecom workers were killed while trying to restore services, and Israel repeatedly shut down communications at will, demonstrating its control over Gaza’s connectivity. Today, the lack of a functioning telecom sector is one of the biggest obstacles to humanitarian relief, reconstruction, and economic recovery.

The June 2024 ITU resolution supporting Gaza’s telecom sector was a step forward, but it is not enough. We urge the ITU Council to take immediate and concrete steps to ensure its implementation. Connectivity must be restored not just as a temporary fix but as part of a long-term commitment to establishing an independent Palestinian telecom sector - free from external control and capable of providing secure, high-speed communication for Gaza’s people.

To address this crisis, we call for:

Immediate measures to restore connectivity, including the deployment of satellite internet, portable Wi-Fi hotspots, and e-SIM solutions to enable emergency response, humanitarian aid, and essential services.

Long-term investments in rebuilding Gaza’s telecom infrastructure, ensuring modern, resilient, and independent connectivity through advanced technologies like fiber optics, renewable energy solutions, and high-speed mobile networks.

Urgent international action to ensure that telecommunications infrastructure is recognized as a protected civilian asset under international law, preventing future deliberate blackouts and destruction.

The #Reconnect Gaza campaign urges ITU Member States, international donors, UN agencies, diplomatic missions, tech companies, and local telecom providers to act now. The right to communication is a fundamental human right. Gaza’s isolation cannot be allowed to continue.

عريضة للدول الأعضاء في مجلس الاتحاد الدوليّ للاتصالات

إلى حضرة الدول الأعضاء في مجلس الاتحاد الدوليّ للاتصالات،

بصفتكم قادة تطوير الاتصالات العالميّة، لكم دور حيويّ في ضمان الاعتراف بالاتصال كحقّ أساسيّ. نطالبكم باتخاذ إجراءات حاسمة لمعالجة الأزمة المستمرة في قطاع الاتصالات في غزة، ووضع هذه القضية الحرجة على جدول أعمال المجلس. العزل الممنهج لغزة عن العالم أدى إلى تفاقم الأزمة الإنسانيّة، وأعاق جهود الإغاثة، وانتهك الحقوق الأساسيّة لملايين الفلسطينيين.

بعد أشهر من الحرب، أُعلن عن وقف لإطلاق النار في 19 يناير، لكن البنية التحتيّة للاتصالات في غزة لا تزال مدمرة، مما يُبقي السكّان معزولين عن العالم. انقطاع الاتصال لم يقتصر على تعطيل خدمات الطوارئ، بل زاد من تفاقم الأزمة الإنسانيّة والاقتصاديّة، إذ حرم الآلاف من الفلسطينيين من العمل عن بُعد في الاقتصاد الرقمي، والذي كان مصدر رزق أساسيّ للعديد من العائلات.

لم يكن تدمير البنية التحتيّة للاتصالات مجرد "أضرار جانبية" للحرب، بل كان سياسة ممنهجة لعزل غزة. تم استهداف البنية التحتيّة بشكل مباشر، قُتل العاملون أثناء محاولتهم إصلاح الشبكات، وتم قطع الاتصال بشكل متعمد من قبل السلطات الإسرائيليّة مرارًا، مما يعكس سيطرتها الكاملة على وصول الفلسطينيين إلى شبكة الإنترنت. اليوم، غياب قطاع اتصالات فاعل هو أحد أكبر العوائق أمام جهود الإغاثة وإعادة الإعمار والانتعاش الاقتصادي.

إن قرار الاتحاد الدوليّ للاتصالات في يونيو 2024 بدعم قطاع الاتصالات في غزة كان خطوة في الاتجاه الصحيح، لكنه غير كافٍ. نطالب مجلس الاتحاد الدوليّ للاتصالات باتخاذ إجراءات فورية وملموسة لضمان تنفيذ هذا القرار. يجب إعادة الاتصال ليس كإجراء مؤقت، بل كجزء من التزام طويل الأمد بإنشاء قطاع اتصالات فلسطينيّ مستقلّ، خالٍ من أيّ سيطرة خارجيّة، ويضمن اتصالات آمنة وسريعة لسكان غزة.

لمعالجة هذه الأزمة، نطالب بـ:

إجراءات فورية لاستعادة الاتصال، من خلال توفير الإنترنت عبر الأقمار الصناعيّة، ونقاط اتصال لاسلكيّ متنقلة، وحلول بطاقات e-SIM لدعم الاستجابة الطارئة، وتنسيق جهود الإغاثة، واستمرار الخدمات الأساسيّة.

استثمارات طويلة الأمد لإعادة بناء قطاع الاتصالات في غزة، لضمان شبكة حديثة ومستقلة، تعتمد على تقنيات متقدّمة مثل الألياف البصريّة، حلول الطاقة المتجدّدة، وشبكات الاتصال عالية السرعة.

تحرّك دوليّ عاجل لضمان الاعتراف بالبنية التحتيّة للاتصالات كأصل مدنيّ محميّ بموجب القانون الدوليّ، لمنع أي تعطيل أو تدمير متعمّد في المستقبل.

تدعو حملة #لنُعِد_الاتصال_لغزّة الدول الأعضاء في الاتحاد الدوليّ للاتصالات، والجهات المانحة الدولية، ووكالات الأمم المتحدة، والبعثات الدبلوماسية، وشركات التكنولوجيا، ومزودي خدمات الاتصالات المحليين إلى التحرّك الآن. الحق في الاتصال هو حقّ إنسانيّ أساسيّ، ولا يمكن السماح باستمرار عزل غزة عن العالم.

انضموا إلينا في ضمان إيصال صوت غزة، وعدم إبقاء شعبها في الظلام. وقّعوا هذه العريضة وطالبوا بضرورة إعادة تأهيل قطاع الاتصالات، وضمان الأمن الرقميّ والاستقلاليّة الفلسطينيّة.
